Tangiers, the city, is itself seperated from the ferry dock by a gated wall for good reason. If the ferry dock was publicly accessible travellers would never be able to get through the horde of people waiting to hustle something. Landing at the ferry dock itself is a difficult enough task as it is with the horde of "official guides".
